Abstract

The article examines the post-genocide agrarian reforms in Rwanda, focusing on the socio-economic implications of the 2005 agrarian legislation. It analyzes the shift from fragmentation of small landholdings to consolidation that favors large landowners, increasing productivity but excluding small farmers. Pottier criticizes this strategy, pointing out how it can exacerbate rural poverty and create inequality. The article stresses the importance of considering local contexts and traditional knowledge to develop sustainable and inclusive agricultural policies.
